In Chapter 4 of Ganda Hai Par Dhandha Hai, our investigation reaches a critical stage. We now examine the alleged role of an agent identified as Gauri Shankar, who, according to confirmed sources, has been operating in coordination with hospital staff to secure NEET admissions under the disability quota for candidates who allegedly do not meet the prescribed eligibility criteria.
This chapter builds upon findings reported earlier in Chapter 2, where serious irregularities linked to Washim Civil Hospital were highlighted.
NEET Disability Admission Scam: Alleged Nexus with Washim Civil Hospital
According to a confirmed source, Gauri Shankar allegedly worked in collusion with certain staff members at Washim Civil Hospital to facilitate the generation of a UDID card enrollment for a candidate who did not fully meet benchmark disability parameters required under NEET guidelines.
The UDID Card Enrollment Number 274990000025100010773 was reportedly issued in connection with this case. Sources claim that the documentation enabled NEET admission under the disability quota despite the candidate allegedly not fulfilling the necessary criteria.
If verified through an official inquiry, this would indicate serious misuse of disability certification procedures and reservation policy.
As reported in Chapter 2 of this series, Washim Civil Hospital had already come under scrutiny for questionable certification practices. The current allegations suggest a broader pattern rather than an isolated lapse.

Attempt to Seek Clarification
In the interest of fairness and journalistic balance, we reached out to the concerned student via email seeking clarification regarding the allegations and the disability documentation used for admission.
At the time of publication, no response has been received from the student.

Call for Departmental Inquiry
If the Secretary of the Divyang Kalyan Department initiates a formal investigation into this matter, the factual position may become clearer. A structured departmental inquiry could determine whether disability norms were manipulated and whether any officials or intermediaries played a role.
Such scrutiny is essential to protect the rights of genuine persons with disabilities and maintain transparency in competitive examinations.
Allegations of Personal Benefit
Sources further allege that Gauri Shankar may have used similar methods in securing admission for his own son in a reputed Mumbai college through an allegedly questionable disability certificate.
These allegations remain unverified at this stage and require independent examination. We will investigate this aspect in detail in the next chapter of this series.
Expansion into NRI Quota and Exam Center Claims
The concerns reportedly extend beyond disability admissions.
According to sources, the same agent is now allegedly involved in facilitating NEET admissions under the NRI quota. It is also claimed that he assures families of arranging favorable examination centers, thereby misleading aspirants seeking medical admissions.
If substantiated, such practices would represent serious misconduct affecting the integrity of a national level examination process.

The Larger Question
This case is not limited to one agent or one hospital. It raises broader concerns about how loopholes in disability certification and admission frameworks can be exploited.
When documentation is manipulated and institutional safeguards are bypassed, the primary victims are genuine disabled candidates whose rights are quietly compromised.
