Ganda Hai Par Dhandha Hai Chapter 2: How a Fake Disability Certificate Stole a Deserving Student’s Future in Maharashtra

The first chapter of Ganda Hai Par Dhandha Hai exposed how fake disability certificates continue to circulate in Maharashtra despite official crackdowns, digital safeguards, and repeated verification drives. What followed was not merely a policy failure on paper, but a concrete human tragedy that reveals how corruption at the district level directly robs deserving candidates of their rightful opportunities.

Investigation by: Rupesh Kumar Singh

This chapter focuses on one such case from Washim district, where a student allegedly secured benefits using a bogus disability certificate, with the active involvement of hospital staff and an external agent.

The Case: One Certificate, One Stolen Seat

According to information obtained from our sources, a student from Maharashtra allegedly procured a fake disability certificate from the District Civil Hospital in Washim. This certificate was subsequently used to claim reservation benefits, resulting in the displacement of a genuinely eligible and deserving student.

The disability claim, our investigation suggests, did not meet the mandatory criteria under the Rights of Persons with Disabilities Act, which clearly states that only individuals with a certified benchmark disability of forty percent or more are entitled to such benefits.

Despite these legal safeguards, the certificate was issued.

Inside Washim Civil Hospital: Where the System Broke

Our investigation indicates that this was not an isolated lapse or a clerical oversight.

Multiple sources allege that staff members within Washim Civil Hospital actively facilitated the issuance of this bogus disability certificate. Medical documentation was allegedly manipulated, verification protocols were bypassed, and the certificate was cleared without proper medical evaluation.

More troubling are allegations that this facilitation was not without consideration.

Sources claim that a substantial bribe was paid to ensure the certificate was generated, approved, and delivered without resistance. The hospital, which is meant to act as a gatekeeper of medical integrity, instead appears to have functioned as a conduit for fraud.

If proven, this would amount not merely to individual misconduct but to institutional complicity.

The Agent Network: Operating Across Mumbai and Navi Mumbai

The investigation further uncovered the involvement of a professional agent, described by sources as a history sheeter operating across Mumbai and Navi Mumbai. This individual allegedly acted as the intermediary, connecting the student with hospital insiders, coordinating documentation, and ensuring the smooth issuance of the fake certificate.

According to our sources, the agent is not a first time offender. He is alleged to have a long history of involvement in document fraud and has previously been linked to similar rackets across multiple districts.

His network is said to span hospitals, clerks, and middlemen who exploit loopholes in the disability certification process for financial gain.

The name and detailed background of this agent, along with supporting documentation and location specific patterns, will be revealed in the next installment of this investigation.

A Larger Pattern, Not a Lone Incident

What makes this case significant is not merely the allegation against one individual, but what it represents at a systemic level.

It reflects a situation where a deserving candidate loses a seat, a public hospital betrays public trust, an organized agent network operates across cities, and a regulatory framework is compromised at the point of execution.

As established in Chapter 1, Maharashtra is already grappling with hundreds of suspicious disability certificates involving government employees. This case demonstrates that students and educational admissions are equally vulnerable, and that district level institutions continue to be the weakest links in the system.

Official Response: Awaiting Tukaram Mundhe’s Statement

As part of this investigation, we reached out to Tukaram Mundhe, Secretary of the Disability Welfare Department, Government of Maharashtra, and shared the core findings related to this case.

At the time of publishing, his response is awaited.

Given the seriousness of the allegations, which involve a district civil hospital, hospital staff, and an inter city agent network, official clarification and decisive action will be critical in determining whether this case becomes another buried file or a genuine turning point.

What Comes Next

This investigation is ongoing.

In the next chapter, we will expose the identity and background of the agent operating across Mumbai and Navi Mumbai, students along with the roles played by doctors and clerks. We will explain how hospital level collusion is structured, identify patterns linking multiple districts, and present documentary trails that point to repeat offenders.

The real scandal is not that fake disability certificates exist.
The real scandal is that they continue to exist with assistance from within the system.

To be continued.
